The murder of Kenneth Harris is only the latest crime at the Northwood Plaza shopping center and in the immediate area:

* Luther Bryant, 28, was murdered two blocks from the shopping center in October 2006.

* In October 2005, Brad Cherry, 21, was murdered in the 1500 block of Havenwood Road during a robbery.

* An argument inside a beauty parlor at the center led to a stabbing in March 2004.

* In March of this year, police arrested a man for urinating in public -- and found he was carrying a .40-caliber handgun.

* In July 2007, police arrested a man at the shopping center who was accused of a double murder.

Baltimore City police blotters also reveal dozens of robberies of people and businesses at the center.

Residents at meetings to discuss how to revitalize the shopping center have said that they avoid going to the center because of crime. In April, proponents of redeveloping the center conducted an online survey to find out why people don't use it. Nearly 500 people answered the survey and more than 77 percent said crime was the reason they avoid it.

Apparently the citizens of Baltimore want, and like it this way.

Not enough people want change.

They keep re-electing the same leaders, and keep getting the same results.
