Construction on Westchester Avenue between Frederick Road and Oella Avenue is under way to replace aging pavement, curbs and gutters, according to David Fidler, a county public works spokesman.

The work is the result of the county finding parts of the 50-year-old road in “terrible condition,” Fidler said.

Joe Heldmann, a resident of the 1800 block of the road, called the repairs a “waste of taxpayers’ money,” and said the road was in fine condition and didn’t need repairing.

Fidler said that while some of the road’s pavement and curbing may have been in good condition, repairing roads piece by piece isn’t the most efficient way to maintain the county’s road system.

“It’s cheaper to do major replacements than it is to pay for the materials and work in short pieces,” Fidler said.
Based on that assessment, the county decided to repair the entire stretch of Westchester between Frederick and Oella with a single project, he said.

Fidler described the work as being “minor,” but did not immediately know when it is expected to be completed.
