Man arrested in Chartley rape case
Police say violent crime unusual for quiet neighborhood

Police have arrested a man for the July 5 rape of an 18-year-old woman at gunpoint on Homevale Court in the Chartley neighborhood of Reisterstown.
Donta Aaron Ramsey, 18, of Glyndon Drive in Chartley, was arrested July 15 and charged with first-degree rape and first-degree sex offense. He was identified by police after a resident told them of an area man nicknamed “Tay” who fit the suspect’s description.
Another resident acquainted with Ramsey told police that Ramsey had bought a starter’s pistol July 4 from an area boy and made references to recent sexual activity.
Ramsey had been arrested for armed robbery in May 2006. He admitted to having sex with the victim but said it was consensual.
The victim in the July 5 rape told police she was walking on Shirley Manor Road about 9 p.m., when a man pulled her into a grassy area in the 400 block of Homevale Court and raped her at gunpoint.
She said he also tried to rob her, but then left her purse.
The woman was treated at Greater Baltimore Medical Center in Towson.
The announcement of the arrest was good news to residents of Chartley.
"It is always troubling to have crime of that nature, especially that violent nature, in a community that has historically been free of that," said George Harman, president of the Reisterstown-Owings Mills-Glyndon Coordinating Council.
The council discussed the situation at its monthly meeting July7.
Police said the event was atypical for the Chartley community.
"This is not an area that has a lot of crime. (The incident) is very unusual in the way it was carried out, and it is very serious," said Cpl. Mike Hill, a spokesman for the Baltimore County Police Department.
